the sheriff. The state's Commission on Law Enforcement Standards and
Training (CLEST) is a state-level certification body
(law.ungovr.org/oversight/ar),
not a civilian oversight mechanism. No legislation authorizing
county-level civilian sheriff oversight has been introduced in the
Arkansas General Assembly.
