No public Board of Supervisors record · 2024-07-05
No record was found of the Inyo County Board of Supervisors placing AB 1185, civilian sheriff oversight, or an inspector general on any agenda. The 2023-2024 Civil Grand Jury issued a dedicated report on the Inyo County Sheriff's Office (July 2024) that the Board received under its statutory grand-jury duties, but the report itself is image-based and could not be confirmed to address civilian oversight; the sheriff's October 2023 response did not address AB 1185.

What is AB 1185?
AB 1185 (2020) added California Government Code § 25303.7. It lets a California county establish civilian oversight of its sheriff — a sheriff oversight board, an Office of Inspector General, or both — either by action of the Board of Supervisors or by a vote of county residents.
The law is permissive, not a mandate: each county decides whether to create one. Where a county does, the Board of Supervisors may grant the body subpoena power.
