Baltimore City has no independent civilian oversight body for its Sheriff. Maryland's Police Accountability Board (PAB) and Administrative Charging Committee (ACC), mandated in every county by HB 670 (2021) and codified at Md. Code, Pub. Safety § 3-201, extend to sheriff's deputies but exclude the sheriff personally, who is treated, like a police chief, as an elected or appointed executive. The Baltimore City Sheriff is an elected constitutional officer under Md. Const. Art. IV, § 44, serving a four-year term; a mid-term vacancy is filled by gubernatorial appointment, the only appointment path for the office.
