Michigan's 83 counties are all organized counties, and each elects a sheriff as a constitutional officer under Mich. Const. Art. VII, § 4, which sets a four-year term and leaves the office's duties and powers to be provided by statute. Michigan has no consolidated city-county government and no independent cities; every Michigan municipality sits inside a county.

No Michigan county has enacted a standing external civilian oversight body with jurisdiction over its sheriff's office. The most developed county-level structure is Wayne County's Legislative Auditor General, an office of the County Commission that conducts financial and performance audits of the Sheriff's Office. Its mandate is fiscal and operational review, not the intake or investigation of individual misconduct complaints, so it does not meet this site's threshold for a civilian oversight body. Detroit's Board of Police Commissioners has statutory authority over the Detroit Police Department only, a city agency; it has no jurisdiction over the Wayne County Sheriff's Office, which is a separate constitutional office.
