State context
Mississippi's 82 sheriffs are elected constitutional officers under Miss. Const. art. 5, § 135, which also allows the Legislature to combine the sheriff's office with the coroner, assessor, tax collector, or surveyor in a given county; where the sheriff and tax collector offices are combined, the combined officeholder cannot immediately succeed himself, unlike a standalone sheriff. Sheriffs serve four-year terms with no limit on reelection (Miss. Code Ann. § 19-25-1), are commissioned by the Governor after election, and must meet law-enforcement training and certification requirements to hold the office (Miss. Code Ann. § 19-25-3).
Ten counties (Bolivar, Carroll, Chickasaw, Harrison, Hinds, Jasper, Jones, Panola, Tallahatchie, and Yalobusha) are divided into two judicial districts under one elected countywide sheriff rather than two separate officials. For Harrison County, Miss. Code Ann. § 19-25-85 requires the sheriff to maintain a full separate office in each district, as if the two districts were separate counties.
No Mississippi county has a consolidated city-county government, an independent city, or a separate county police department alongside the sheriff. No confirmed Mississippi state agency inspects or certifies county jail conditions; the Mississippi State Department of Health's institutional-inspection authority covers only the state penitentiary at Parchman (msdh.ms.gov).
