North Carolina
North Carolina's 100 sheriffs are constitutional officers (N.C. Const. Art. VII § 2), and no NC county has enacted a binding civilian oversight ordinance covering the sheriff. Durham County's Sheriff Community Advisory Board (2019) is a sheriff-created voluntary engagement program without statutory authority or independent investigative power.
