Pennsylvania's 67 sheriffs are county officers whose general law-enforcement role is limited — the Pennsylvania State Police covers rural areas and municipal departments cover cities. Philadelphia's Citizens Police Oversight Commission covers PPD, not the Philadelphia Sheriff (real-estate auctions and civil process). Pittsburgh's Citizen Police Review Board covers PBP only. Allegheny County's Jail Oversight Board (61 Pa. C.S. §§ 1721–28) includes the sheriff as a board member, not subject.
