State context
Indiana's 92 counties each elect a sheriff who serves as a county constitutional officer under the Indiana Constitution, Article 6, Section 2, for a four-year term, with a county residency requirement. Statutory duties, including arrest, suppression of breaches of the peace, pursuit and jailing of felons, service of process, and custody of the county jail and its prisoners, are set out in Indiana Code 36-2-13.
Marion County (Indianapolis) is the one structural exception. The 1970 Unigov city-county consolidation preserved the constitutional sheriff's office, but effective 2007 the office's road-patrol and investigations divisions were merged into the newly created Indianapolis Metropolitan Police Department (IMPD), whose command moved to the Mayor of Indianapolis in 2008. The Marion County Sheriff today runs the county jail, court and City-County Building security, civil process and warrants, and the sex-offender registry, without a general road-patrol function. No Indiana county has an external civilian review or inspector-general body covering the sheriff; each county's sheriff's Merit Board, established under Indiana Code 36-8-10, is an internal employment and civil-service body, not external oversight.
