Wyoming is one of the most rural states in the country; all 23 counties operate under elected sheriffs with no civilian oversight tradition or enabling state law. The constitutional-sheriff movement is active. Teton County (Jackson) is the only county with a significant urban presence and a growing accountability conversation, but no body exists.
